چکیده
Investigating the fiscal decentralization’s effect on carbon intensity of agricultural production may assist United States in reaching its peak and becoming neutral. This paper delves into investigation spatiotemporal patterns internal relationships between decentralization, intensity, environmental regulation. The goal was achieved by using spatial Durbin model panel data for 49 states from 2000 to 2019. study has found that regulations play a significant role reducing regional emissions agriculture contribute positively control. However, which grants local governments more financial autonomy, positive but insignificant impact emissions, indicating prioritization economic development control over protection is favored governments. In examining reveals decentralization does not substantial moderating this relationship. To promote low-carbon projects ensure coordinated development, recommends optimizing system, formulating different policies regions, regulating competencies through an effective examination system. concludes it crucial obtain at city or county level accurately understand relationship regulation, decentralization. As result, central government must focus perfecting developing differentiated emission controlling competition among governments, political performance assessment

The Sustainability of Fiscal Policy in the United States
The paper examines the sustainability of U.S. fiscal policy, finding substantial evidence in favor. I summarize the U.S. fiscal record from 1792-2003, critically review sustainability conditions and their testable implications, and apply them to U.S. data. I particularly emphasize the ramifications of economic growth. A “growth dividend” has historically covered the entire interest bill on the ...

Unlike the federal government, most state governments in the U.S. formally operate under statutory or constitutional constraints which limit their ability to run budget deficits and resort to debt financing. A priori, one would expect to find evidence in favor of an intertemporally balanced budget, or fiscal sustainability, among states, especially those that are characterized by a high degree ...

متن کاملTransboundary Spillovers and Decentralization of Environmental Policies
Most US federal environmental policies allow states to assume responsibility for implementation and enforcement of regulations; states with this responsibility are referred to as “authorized” or having “primacy.” Although such decentralization may have benefits, it may also have costs with pollution spillovers across states. This paper estimates these costs empirically by studying the free ridi...
